Building the Agency's Internal AEO Operating System

AEO becomes scalable when the agency can deliver it repeatedly without relying on one person.

Many services begin with one strategist experimenting for a few clients. That can produce excellent work, but it is not yet scalable. Knowledge sits inside an individual, audits vary and Sales may promise a service delivery has not defined.

The internal operating system connects Service Leadership, Methodology, Delivery Operations, People and Capability, Quality and Governance, Commercial Management, and Learning and Development.

Service Leadership

Methodology

Document the agency’s thesis, frameworks, audit criteria, maturity stages, prioritisation, measurement limitations and ethical standards. Separate stable principles from changing platform tactics.

Delivery Operations

Standardise the journey from qualification through discovery, audit, roadmap, sprints, reporting and annual review. Create SOPs, templates, Definitions of Ready and Done, and project-management workflows.

People and Capability

Map current capability across technical, entity, evidence, PR, reputation, analytics and governance. Train the existing team, create role-specific development and hire against real gaps rather than fashionable titles.

Quality and Governance

Define review levels, peer review, calibration, risk registers and escalation. Quality should be part of the system rather than dependent on one senior person noticing a problem.

Commercial Management

Calculate the true cost to serve, including senior strategy, coordination, QA, tools, rework and learning. Use complexity bands and realistic capacity assumptions.

Sales and delivery should jointly review major scopes and avoid guarantees outside the agency’s control.

Learning System

Maintain an experiment register, anonymised findings library, weekly learning sessions and quarterly methodology reviews. Distinguish patterns, correlations, controlled results and hypotheses.

Tool and Data Governance

Maintain a tool register, security standards, data-retention rules and documented data flows. Sensitive client information should not be uploaded casually into AI systems.

Internal Maturity

Assess the agency as Experimental, Defined, Repeatable, Integrated or Adaptive. Do not sell an enterprise operating model while internal capability remains experimental.

The First 90 Days

Month one defines ownership and thesis. Month two builds audit, service and SOP assets. Month three pilots the methodology, records real capacity and updates the process before wider scale.
